National Park Service: Minute Man National Park Relocation (MIMA)
Project Overview
Laveer Logix was engaged by the National Park Service to assist with the relocation of a single household following the federal acquisition of private property under the Uniform Relocation and Real Property Acquisition Policies Act of 1970 (URA). This marked the first such effort for the NPS regional office involved, requiring a rapid and responsive program buildout from the ground up.
The objective of this project was to deliver compliant, compassionate, and individualized URA relocation assistance to a homeowner displaced by the National Park Service’s (NPS) land acquisition at Minute Man National Historical Park. As this was the first URA relocation project for this NPS regional office, Laveer Logix’s goal was to not only ensure a smooth and dignified transition for the impacted household, but also to establish a fully operational relocation program framework that could guide future efforts across the region.

Brought in midstream, Laveer stepped in to assess the family’s housing and potential home-based business needs, navigate federal relocation requirements, and serve as the central liaison between the displaced household and the National Park Service. While the project involved only one family, the complexity, regulatory oversight, and urgency mirrored the scale and intensity of much larger operations, where flexibility, empathy, and clarity are essential.
Program Development and Implementation
Laveer Logix established the entire relocation program infrastructure for NPS, including the development of:
- URA-compliant program documents
- URA required Notices
- Claim forms
- Implementation protocols to guide communication, eligibility, and assistance delivery
This ensured that NPS had a replicable framework for future relocation cases in the region.
Relocation Planning & Compliance Management
Laveer created a personalized relocation plan tailored to the household’s unique needs and ensured all services were compliant with URA regulations. Our team managed eligibility, documentation, and compensation processes, addressing regulatory challenges with precision and care. We were involved in every stage of the relocation ensuring expenses were eligible and reimbursable per URA guidelines.
Household Needs Assessment
A rapid yet thorough needs assessment was conducted to identify housing preferences, relocation barriers, and any special circumstances. This laid the foundation for all subsequent support and ensured the family received appropriate, timely assistance.
Agency Coordination & Advocacy
Laveer served as the key intermediary between the homeowners and the National Park Service, translating regulatory language, facilitating clear communication, and ensuring the household’s voice was heard in all decisions.
Comparable Housing Search and Reporting
In accordance with URA requirements, Laveer conducted a comparable housing search within a 50-mile radius of the displacement property. Our team researched and identified functionally equivalent housing options that aligned with URA standards and the household’s needs. A comprehensive Comparable Housing packet was prepared and sent to the displaced household for review, outlining viable replacement properties. In support of this effort, Laveer completed the Selection of Most Comparable Replacement Dwelling form, which summarized and compared key features of each property, including number of bedrooms, square footage, accessibility, amenities, and location. The completed report was then submitted to the National Park Service to assist with their official selection and eligibility determinations. This ensured that the chosen replacement dwelling met URA standards and respected the family’s needs and housing rights.
Claim Submission and Expense Tracking
Laveer provided hands-on support in completing and submitting relocation claims, including:
- Assisting the homeowners in understanding allowable expenses
- Tracking receipts and required documentation
- Ensuring claim forms were accurately filled out and submitted in a timely manner
- Following up to ensure proper processing and reimbursement
